經過了無數鐵桿迷多年的要求，世嘉與Creative Assembly公司終于向玩家提供了一款有槍的《全面戰爭》。在德國萊比錫游戲展上，《全面戰爭》系列第五部作品《帝國：全面戰爭》終于正式公開，這將會是系列歷史上最大的進化。首先是本作將會引入即時艦艇大戰，這是該系列已經很久都沒有的內容。其次是它將會引入大批全新技術。這款游戲將會發生在大航海時代，因此當然會有槍械和火炮。

　　《帝國：全面戰爭》將會橫跨整個18世紀，那是現代世界的黎明時期，出現了大量的革命與戰爭，包括可以視之為真正的第一次世界大戰的七年之戰，因為這場戰爭幾乎席卷了全球。本作從拿破侖戰爭的末端開始，不過不會講述這場壯觀的戰爭情況，但是不難想象作為玩家期待已久的一場戰爭，拿破侖戰爭預計將會通過資料片或者講述。本作的戰爭將會發生在全球，包括新大陸和印度。游戲中有很多勢力，美國可能是最大也是最重要的新增勢力。與所有《全面戰爭》游戲一樣，本作在戰爭中分為了戰略和戰術兩種層面，但是最重要的新增要素是將會有巨大的艦隊的即時海戰。在首次演示中可以看到同時20艘船艦的壯觀海戰，玩家在地面戰斗中也差不多是可以同時指揮20個單位。但是由于船艦本身每艘都有數百人，因此戰斗的規模是非常恢弘的。艦船的種類很多，根據操控性、速度和火力劃分，除了大型堡壘型艦艇外，還有速度較快的護衛艦和作戰艦，你可以組織大規模的海戰策略，包括登上敵戰艦。
